Public Perception vs Statistical Data of an EMS Contract in Rural Vermont

Abstract
Vermont’s 256 municipalities are served by 78 transporting ambulance services. It is therefore often necessary for towns to contract other services to provide pre-hospital care. This study investigated public perception of EMS in a rural town after a new contract was initiated. Background information was obtained via interviews with the Town Manager and the Executive Director of the contracted service. Citizens’ thoughts were assessed via a Likert Scale and free-form comments, then compared to data provided by the contracted rescue service and the town’s own first response organization. Participants were recruited through their PCP clinic. Surveys showed that while citizens were pleased with medical services, response time was a concern during the initial contract decision and presently. Additionally, before the contract was finalized, there was a desire for adding transport capabilities to the existing first response organization instead. Some comments reflected that this opinion still stands. Statistical data show that response times have decreased compared to a prior contract, and the contracted organization offers more coverage at a higher level of care than the first response organization. While this was a small study (n=25), it highlights areas for increased public education regarding response times and medical coverage capabilities.
