Abstract
Measurable Objective: Evaluate the impact of unregulated residential demolitions on childhood lead exposure and formulate federal policy recommendations to mitigate this risk. Issues: Lead paint remains in approximately 30% of US housing stock. While the EPA's Repair, Renovation, and Painting (RRP) Rule regulates lead containment during home renovations, it exempts whole-home demolitions. This "demolition loophole" permits the unregulated spread of lead dust into surrounding communities, where it accumulates in soil and on surfaces, posing severe, irreversible cognitive and physical health risks to children. Description: This policy analysis reviews current literature on childhood lead exposure stemming from demolition activities and evaluates local and state regulatory approaches designed to contain lead dust. Specifically, it examines the efficacy and implementation challenges of the Baltimore Protocol, the Detroit Protocol, and Oregon�s state-level SB 871. Lessons Learned: Unregulated home demolitions are significantly correlated with elevated blood lead levels in nearby children. While local interventions like the Baltimore Protocol's "wet-wet-wet" method successfully reduce lead dust accumulation, municipal-level regulation is complex, costly, and inconsistently enforced. State-level legislation, such as Oregon's SB 871, alleviates some burden by providing best practices, but still results in fragmented local adoption. Recommendations: To effectively protect children from demolition-related lead exposure, federal action is necessary. Policymakers should close the demolition loophole by amending the EPA's RRP Rule, updating Title X regulations to establish a national demolition protocol, or developing a federally backed model code to streamline the adoption of evidence-based lead containment practices nationwide.
