Abstract
With the increased use of renewable generation, new sources for fast frequency control are required. In this work, a fully decentralized control law is presented to harness the capacity of thermostatically controlled loads for fast frequency response. An analytical method is proposed to estimate the minimum damping provided by a given fleet of DERs at any time.
